Facebook setup for franchise business

We are about to launch a franchising business. We are looking for a UK-based company to work with on an ongoing basis.

Stage one:
We want someone with experience to discuss the best way to achieve this initially.

Stage two:
To help us set up the main page and system.

Stage Three:
To set up each page as we take on new franchisees.

The people who purchase the franchise will be based in various towns across the UK.

We need advice on how to set up our Facebook business pages so that each person can be in charge of their local advertising and be able to pay for that account with their credit cards.

At the same time, we will need head office control over the pages, so if a franchisee leaves or abuses the brand name, we can take over the page and pass it on to someone else.

We assume the pages would be something like “name of franchise.Canterbury, or name of franchise.Birmingham?
