Video that needs some parts of some muted and faces blurred

Hello
For legal reasons I have a video which needs editing. It is a long video - over an hour.

During the video there are times when peoples names are spoken and these need to be muted and also the face of the person speaking blurred for that second so it cannot be lip read.

I am find out how many times in the video this needs to happen but you will be provided with a list with the time and the name for each occurence.

Please quote for up to 50 times.
This is time sensitive an would need to be done in 24 hours from award of job (likely tomorrow).
