Help with Google Ads trademarks issue

We have a very specific issue that Google's own support people have proven unable to resolve.
We provide a product that is complimentary to a product made by our partner company. We created a Google Ads campaign that was limited due to trademarks.
We asked them what to do and they asked us to fill out a form that referenced a complaint, we said there hadn't been a complaint, we just needed the form to allow permission from our partner to use their trademark. Google told us that the form saying "complaint" was the right one anyway.
So we asked our partner to fill in that form, they did and were sent an email by Google legal department saying "you don't need to fill in that form because there has been no complaint".
So we went back to Google support who have shown a complete lack of comprehension, have continued to link us the same form and copy-paste boilerplate information that is completely irrelevant to the inherent contradiction in what they are telling us to do.
They haven't yet responded to my latest correspondence that I sent two weeks ago.
So, if you happen to know the correct procedure for this situation, I've got a job for you. If your response is just you spending 5 mins linking the correct form, I'm happy to pay you for an hour and recommend you to Google for a senior managerial role sorting out their confused support people (though you may well not want that job!).
