Google Ads Set-up (only set-up, no monitoring and tracking)

Hi there! I would like to build a combination Google ad (display and search) for 3 different customized audiences (test each against each other) for 2 weeks. I ONLY NEED HELP WITH SETUP - NO MONITORING OR TRACKING, and looking to pay $75.

...In area: Entire NY State and just Jersey City

Audience #3: List Upload to create a Lookalike audience (I have a set of contacts / email addresses)
