Google adwords help

Our Google adwords campaigns worked fine for years, but now Ad rarely appear because we get the message "Rarely shown due to low quality score" which makes no sense at all as the ads are completely relevent. We are also getting charged very high CPC rates.

Basically we think our setting are in need of an overhaul by an expert. We would like a PPC expert to access our account (temporarily) and fix this for us to improve Ad rankings and reduce CPC.
