Make a 1 minute 2D Animation Explainer Video RE EV charging

I need a designed to make a Make a 1 minute 2D Animation Explainer Video about all the Electric vehicle charging innovation projects we run. The video should show a friendly Electric vehicle ChargePoint operator who runs the latest technology. Areas to focus Wireless charging, vehicle-to-grid charging and new ways to make money from your charging infrastructure.

We have described a storyboard with a Description of the Animation, Text to appear on top of animation and Script to have spoken. We would like to have approval over the narrator and the option to do this ourselves if we don't think the designer provides a good fit.
