I need someone to help with SEO

OK, we've just had a Report completed for our ON PAGE SEO and our Web Developer has said he's carried out all the points raised etc. However, I want independent who is an SEO "EXPERT" that in fact can review the report and make recommendations that the Web Developer can easily understand and put into effect, i.e. there is a Broken-Link in the process and I need someone independent to sort out..! My understanding that although the Report is thorough, it doesn't give the Web Developer clear instructions, page by page, for example:

Title:
Meta Desc
Body text
H tags
Image alt
Schema mark up
Social media mark up
Google publisher & authorship code
Google my business optimisation
Bing places optimisation
Etc

The Web Developer also needs clear instructions about the code to use and edits required to the content.

As such, I'm stuck and need some help...!!

I'm just expecting 1-3 hrs work, but am open to idea's as I'm sure just how complicated this will be. For the right person, I will also0 discuss OFF SITE SEO; back-Links etc, as that's the next stage, so one job will lead to another...!
