Wordpress website — initial installation and relocation

I need a confident web developer who can install and set-up a simple Wordpress website on a test URL. Once my client has approved the site, it will then need to be moved from the test site to the client's live URL and hosting account.
Please note I don't need quoting for the full site design/build — just the initial installation and uploading on the test site, as well as moving the finished design to the live account (completed in two parts).

To clarify, the job will include the following components:
- Installation of Wordpress in the root directory of a test site
- Loading of Wordpress theme
- Uploading of provided media to site library (images, logos, etc)
- Moving of the entire site and content to a new URL once approved by client
- Reinstatement of approved site (as per the test URL) to the new location, including all thematic settings, plugins, content, etc.
- Ability to deliver the move from test site to live URL in 24 hours.
