Website designer with CMS

I work for a small agency and our company website is in need of updating.

At the moment, if we want to make any changes to the site we need to contact our web designer so he can do this for us. This is not ideal as we would like full control of the website. Our current website cannot be converted to CMS (the website is in flash and not html) so it needs to be started from scratch.

I think our requirements are:

- graphic design
- programming of the homepage and subpages of the website (not sure how many at the moment)
- content management system.

The website design needs to be fully compliant with W3C (World Wide Web Consortium) standards and recommendations, such as error-free use of XHTML and CSS2.

The site also needs to be compatible with the following browsers:
Internet Explorer, Firefox, Mozilla and Opera.

Also - some tips to make our website search engine friendly would be required.
