Website design

Hi,

I need a professional to help me design my website on an existing wordpress website/or on a new web platform.

1) I have a deadline to complete before end October 2019.
2) I will provide a link of a website which I would like to refer to with features that I want.
3) I need someone who updates and respond to my messages almost instantly if not within 24 hours.
4) Someone who has the time to take on this task.
5) I have an existing Wordpress website which I would want this to be replaced with the new web design ; different product, different url. Please advise which is more cost savings ; a) build a new website b) replace an existing website
6) There are estimated between 40-50 (+-) photos to be uploaded with minimal content to start off with.

Please advise your fee. The budget posted for this proposal is for formality purposes only.
