Simple, short campaign website with a nice design + responsive

I will leave it up to the designer whether they want to use WordPress or whether they want to keep it simple and just do a single HTML/PHP page.

What I need:
1. A nice, clean and simple design that highlights the horrors of a gigantic construction site. - I would pay extra to have a 2D animation with illustration of the actual construction project we are trying to prevent (although not much because the budget is not huge and we are extremely short on time - perhaps a nice stock image of a busy construction site will suffice - will leave it to you).
2. Options to donate via PayPal and JustGiving (info to be provided to the designer).
3. Content to be supplied to the designer.
4. 3 tabs or pages: 1. What's happening, 2. How to stop it, 3. How to help us
