You have suggested the design from which the build should be created has yet to be made available.
As such, is this project post a case that you are sourcing an 'Expert' prior to engaging and that the £300 fixed fee is just teaser and you are accepting proposals closer to £750, even without the design, this figure seems closer for the services of an 'Expert' freelancer from the description provided.
