Neat Detailed Accurate Professional Web Designer Wanted

Project: Build small simple site neatly in CSS and html! No slicing from artwork and No templates. Will work directly with programmer, so no coding exp. necessary although useful. Need experienced designer who's fast and accurate and delivers on time. Turnaround: delivered by Friday July 6th. Budget: £90 - preliminary project - could turn into a lot more work! Need to see sample sites including your html & css code for the sites.
