I need my old flash based image portfolio website updated

I have an existing online portfolio that I want replaced with a new responsive design with no flash elements suitable for all devices.

I don't require design, I have a clear idea of what I want/need. I just require the necessary coding to provide the functionality I require.

I will need the ability to update images myself, I have basic knowledge of HTML
