If you are after a diligent 'Expert' freelancer, please share the design assets as this is something that would help offer recommendations; any limitations; timeline and costs.
It would also allow responses to what you have asked for in your description.
I believe I satisfy all the requirements to make a proposal but I can't share that in this communication as it would breach PPH T&Cs.
From my experience on Elementor Pro rebuild projects, the freelancer views the designs first then quotes.
