Creative UI/UX designer to design custom responsive website

Kind of design: Custom website
Description of every page: I am looking for a UI/UX designer to design a website from scratch.

Please note the following:

1) We need designs for desktop, tablet & mobile versions.
2) The designs MUST NOT be template based.
3) The designs MUST be based on a 24-column grid that will be provided (in psd format).
4) An accurate estimate/timeframe must be provided along with your bid.
5) Specific colours must be included in the colour scheme. RGB / Hex codes for these colours will be provided.
6) You'll be required to provide wireframes & mockups (lo-fi & hi-fi) before proceeding to the full design in photoshop.
7) Preferably UK based
8) Elements (font sizes, paragraph sizes, margins, paddings etc) MUST be clearly labelled (via use of a key or other)
9) Please include portfolio of previous work.

Please note that i'm NOT looking for a developer. This is a design job only.

Mentioning your CSS, php, javascript, Wordpress skills will NOT aid your bid. If anything it greatly harms your bid.
Ideas for the visual style: Clean look, very good use of negative space.
