Create new bilingual website with SEO

We are looking for a web designer to create a new information-only website (with blog) from scratch with an english version and french version (we will provide french translation).

SEO to be taken into account for both google.co.uk and google.fr when creating the website; especially for LOCAL searches as we do not require e-commerce capabilities. The main purpose of the website is to drive physical footfall to our store.

I want to be able to change photos/add content regularly (wordpress?).

We are an independent gift/fashion bricks & mortar store based in rural France. A large percentage of our clients are english speaking.

We currently only have a holding page but have branding and logo in place. Attached is further information about our store, the website we like, our direct competition as well as an initial site plan for proposal purposes.

We are flexible about the design but primarily want something which is:

1. For Us - easy to change/update; can grow organically as our store does
2. For our clients - reflection of our store; easy to navigate; visible across all browsers
