Create a WP website on provided mockup (Astra + Elementor Pro)

I’m looking for a WordPress developer to build a complete website using WordPress, the Astra Theme, and Elementor Pro based on a design reference I provide (see mockup).

Scope of Work:

Recreate the homepage layout (header, hero section, content boxes, sticky side button, footer)
Build 15 additional pages with similar layout structure or slightly varied sections
All pages must be responsive and mobile-optimized
Clean layout using Elementor Pro
Setup of navigation menu, header/footer templates
No dynamic functions or e-commerce needed

Design will be provided as screenshots or sketches. Placeholder content (text & images) is sufficient.
