Logo Designer

I am creating an online TV platform and would like a logo for my channel, I would like the logo to say EltsTV and perhaps have a smirking face hovering over the letters (I could send an image of which could be 'cartoonized' maybe?), and a TV of some sort embedded within the letters.
I would also like this animation to come alive for the duration of around 8-10 seconds which would go along to a specific sound effect I have saved (this would be for the intro of each video I release} This is work I'd like to commence from the beginning of next month and would hope to have completed with 6 weeks
