Create a vector - SVG or EPS file- from current PNG of our logo

Hello! I am looking for someone to create a vector - SVG or EPS file - from our current png file of our logo.

I want to surprise my boyfriend by buying him and him business partner their official start-up t-shirts, but their current logo & format is not good enough to have it printed as it has some shading etc. Would it be possible to create a vector version of the logo which takes into account the shading?
I also would love it if you could create a vector version of their full logo too - the terrapin image and their company name next to it (I have added how it appears on their website). They sadly don't have a vector version of it yet, so I hope to provide that for them now.
