Brand Logo

We previously hired a designer to create our logo, which we like but they only sent us pdfs, and is being difficult to send us the original files.
is it possible for someone to create the original logo in black and white and provide us with the pdf, vector, jpegs, png and without backgrounds so we can use it for web and on flyers.
let me know if this is possible and approx cost?
