Submit Planning Application, including plans and dealing with LA

I am looking for some help with a building i have just purchased. It was previously a Conservative Club, used as a bar and a function room. I am looking to convert this into flats. I would like a mix of one and two bedrooms. I need someone to draw up plans/design, any pre consulations and to submit for planning permission and handle correspondance with the local authoirty. I want to maximise the space. There is a large carpark with it. I would want to retain the whole building if possible so try to find a design which means we have external walls to add windows etc from. The property is in Manchester England.
