Illustrator/animator for website and caricatures

Experience Level: Intermediate
My client wants a website that has an animated line-drawing or colour illustration of a well-dressed Victorian gentleman in beekeeping kit taking his protective headgear off and bowing on the welcome page (long story).
The effect is to be of old money, and the figure is welcoming the viewer to 'buy into' what could otherwise be a dull site about financial services for rich people.
I have also suggested he and his two colleagues have similar drawings as their 'about us' pictures, not animated but in the same style, rather than straight photographs.
The client loves the drawings of Ronald Searle although these of course need to be original, other work will definitely come of this as the identity builds across all on- and off-line marketing material I'm going to be producing for him.
The website part hasn't been allocated yet. I'm only designing the look and feel and coordinating the project, so if you can create the whole fairly simple website as well that would be an advantage, although not essential. To be quoted separately.
The animated part can be done remotely, but the illustrator could do with meeting the Gloucestershire-based team to do the caricatures. They could be done from photographs I guess but the client is a great bloke, a real character, and I'd like the personalities to click as this could be a long-term relationship and work may not always have to go through me.
Interested to have some views on likely cost - the illustration part might be simple enough, but not sure about animation - just needs to be 5 seconds or so preferably not Flash (so can be viewed on iPhone) literally bowing to the viewer to welcome them in. Caricatures should also be easy if you're as brilliant as I think you are!
