Redraw logo / artwork in vector file

Hi, I have the attached photos showing the logo / sign artwork. I would like this to be drawn in vector form, in Adobe Illustrator. Each of the elements should be in a separate layer, overlay on top of each other: starting with the four lights, then back board (outline of board), then British flag, then green and red ribbons, then the DC Tattoo Saloon on top. Each element should be editable vector form, using lines, shapes, gradients etc, not pixelated.
