Recreate leafy image in vector(lossless) quality for large print

I am looking to take the design made from elements using the following Shutterstock image: https://www.shutterstock.com/image-photo/beautiful-art-fabric-batik-pattern-black-588795683 and recreating the image PPH Image recreation.pdf, or rather simply improving the quality of this image (the original .tif will be provided), with brushstrokes as similar to the brushstrokes.tif as possible. The colours are to resemble the original PPH Image recreation.pdf image.
