Convert a JPEG to a clean Illustrator. ai-File and .eps

I have an old JPEG-File which we would use again to print on t-shirts. Sadley we lost all the opendata from this file.
I tried do convert the file to an .AI or .EPS File, but it was a mess with all the layers.

I'm looking for a person which can recreate this file to an illustration-file (.ai and .eps), so that we can print this illustration on a t-shirt.

please do not just convert the file to an .ai, make sure that there are clear layers so that i could also change the colors with a few clicks.
