Template for an e-manual to be downloaded ( as a PDF)

The template is intended for our volunteer manuals which are downloadable from our website. There is one for each non-profit project that we support, but they all need to have the same look and feel, using text and images that we already have. The template needs to include our logo and the company colours . The manual usually has about 20 pages: Cover page, Contents page, Welcome message and various pages with travel and project information. Several of the pages will be the same for each manual.
We are a small conservation non-profit and cannot create AI files or similar in-house. So, we need a simple and impactful template for the cover and say 4 more pages. Once approved, we need a process to drop our images and text into the final format and create a PDF. So we also need a price for creating each project volunteer version. Probably, we will do about 5 project volunteer manuals. Our time line is about 2 to 3 months: by July/August 2020
