Looking for a pro graphic design

This job has been posted 3 times and I’ve wasted 1 month due to freelancers claiming that they can do the job when they clearly can’t.

I’m looking for a pro graphic designer that can customise and make illustration/images from scratch.

I’m looking for someone who can’t recreate images like I’ve attached for a packaging design.
I’m looking for a character to be created and a font to be created to create a poster
