I require 2d graphics static and animated for a 'Race Game'

I am looking for an experienced and skilled graphics designer to create 2d animations and environments/backgrounds, along with supplementary graphics that will be used in a video game.

These graphics are for a desktop game and the resolution is 1920x1080. The graphics will be used to create variants of my existing horse race game: https://gamesnightapp.com/games/horse-race/

The style of graphics needs to be fun/comic/cartoon. At the end there are some examples that highlight what I mean by that.

The runners should have their own personalities, and the backgrounds should be parallax capable.

The runner and environments I have in mind at the moment are as follows, though I’d be interested in hearing other styles or variants.

Runner ideas : Dogs, Cats on segues, Tortoises, Snails, dinosaurs, ufos, penguins, grannies with zimmer frames
Environments : city, desert, jungle, space, moon, zoo, north pole, supermarket

I will need the following:

* Graphics should be presented in a Photoshop compatible format (PSD) with everything on separate layers
* Parallax compatible background images with a couple of movable zones.
* There needs to be 10 variants of each runner type that is uniquely identifiable. I would prefer colours and not numbers on the runners. See attached image.
* I DO NOT want a sprite sheet. Each frame of the animation should be presented as individual frame images. PNG.
* Each runner requires its own profile image in order that the players can choose their favourite. For example if we decide that the tortoises wear coloured crash helmets to identify them, then the profile might be the head/shoulders so the helmet is visible. See attached image.
* I need to be able to pick and mix the runners and the backgrounds so they should be provided separately
* I will need to be able to show a race splash screen for any combination of runner or environment, so I will need one image of each type of runner that can be used in this way. Bigger than the normal images.

I only need game graphics, and do not need website design, logos, or any other design work.

If you can provide an example of one of the runners (single frame) and environments so I can see how you are interpreting the style of the graphics.

There might be tweaks to the designs as we work on this, and I expect that modifications are done within the proposed price, with no additional charges.
