I need a designer to create my Static Web Banners

Design details: I have Two 290px X 200px jpeg banners needed now as a trial and an ongoing requirement to create my banner Adverts for my NEWS Media Portals.

I have 15$ budget each for the creation of the static Jpeg Banners which can be any of three sizes (1200px x 180px), (290px X 290px) or (290px X 200px).
Target audience: European English Speaking and Reading
Banner sizes: 290px x 200px

Extra notes: We supply images and text to be used. It takes some time to get use to the style we prefer so the offer price includes changes and tweaks to get the banner right.

We also have rotational gif banners required, generally with two or three different slides. I wish to pay up to $25 each for these.

This will be an ongoing requirement for the right designer
