I am looking for a graphics designer for a video game...

I am developing a video game (Dungeon Crawler Role Playing Game). I am looking for a graphics designer who is and an animator too, to draw hand painted graphics (Something in between hand paint and pixel art). The graphics designer will have a game related portfolio and have advanced design skill to draw 2D graphics and even do animations. The designer will design the level environment of my game. I know some designers are experts in architectural design only (Buildings, isometric graphics or perspective graphics), others can make organic design only (Animals, human bodies) and others are good in land spaces (Mountains, terrains, forest). Have a mix of all of them it will be the best. The particular task have to do more in architectural (Perspective) design. There will be detailed instructions. I will offer you $250 to design a full game level environment with all the necessary assets will be needed including some minor sequential (Looping) animations and some variations. I am not looking for logos or textures, or 3D models, the graphics will be designed from scratch by hand. The game has a dark Gothic horror mood. Something like realistic cartoonish style. The payment is fixed. You finish everything, you get paid the whole sum at once. You will accept to do corrections and fixes during the design because there will be many.
But before I will hire you, I need you to design a test graphic first that I will choose, because may will not be capable to design the style and pass some technical stuff that will be needed. Again I will provide you with full instructions and guides and I will fully explain you. I have some images to see the design style and see how my game looks like to have the first view on what kind of graphics will need in general.
