Editable brochure design

Hi,

I am looking for someone to replicate a brochure I have already created but it needs to be in an easily editable format so I can send to my franchisees and they can change the wording and the images to suit their location.

The company who did my original artwork won't release the artwork files so I need to start again but it needs to be easily editable and that is the key here - and not on expensive software that most people won't have access to otherwise when I send it to then they won't be able to edit it. I'm not sure what this programme is........ but I know there are free websites like canva and adobe spark. Of course welcome to suggestions. I've attached the current brochure that we need to copy.
