Create two UK maps using client logos using GIMP (or equivalent)

Create two UK maps using client logos using GIMP (or equivalent). This should not be done by location, but by what fits in UK map.

I will need the original file as I need to be able to adapt the original design for when new clients come on board. The logos or client name will be provided once the project has kicked off, please let me know what format you would prefer the logos in.

One of the maps should include local government associations ONLY. The other map should include all of our clients.

I have attached an image below with an example of what we are aiming to replicate.
