Animated PowerPoint Presentation Designer Needed

Seeking a designer to create a complete presentation from content that will be provided.

The preferred option is an editable PowerPoint with gentle, purposeful animation that is slow enough to read and absorb. No fast-moving slides, generic corporate templates or boxes flying across the screen. The presentation should also work as a static PDF 

The available budget for the animated PowerPoint is approximately $300. Custom motion graphics or a professionally produced video may cost more, so quotes for that option are also welcome, along with an explanation of what would be included.
