Superhero Designs to print on T-Shirts, Hoodies

I am looking for a designer to create an image for our line of products that include T-shirts, Sweatshirts, Hoodies, Cups and smartphone cases which I am planning to produce and sell. This design is going to be printed onto actual merchandise. It’s very important then that before I place an order that your offer includes the legal rights to use them for commercial use. I do not want to risk infringing on your copyrights.

Here are my specifications
1. For this particular design, I will need artwork that shows superheroes that are based on Islamic characters. I will provide the design ideas and text that should be included in the design.
2. The format of the image should be in PNG with no interlacing.

If you have samples of similar works that you have done, please send them to me. I can pay up to $25 for the design.
