Help recruit IT job candidates, with very specific set of skills

I need you to identify, contact, pre-screen and recommend to me 2 or 3 top-quality IT job candidates with the following skills and experience. I don't care where in the world they are, and I am ready to offer them full-time, part-time, or remote freelance work.

The required skills are:
+ Experience with real-time computer vision and image analysis
+ Experience with the development of high-performance mobile applications (regardless of platform / programming language)
+ Experience with one or more of the following: facial recognition, OCR, ANPR
+ Interest in developing cutting-edge, niche professional Artificial Intelligence applications

They will need to start work at the end of April / early June, and there's a good 12 months worth of work, plus possibility for longer term projects. I am extremely flexible about work conditions and pay, so should be able to offer each of them a "can't refuse" deal, if I deem them to be good enough for the job.
