Excel Help merge two record

Hi,
Im looking for someone who can take two lists and put together a draw list on excel, and also allocate them random draw numbers so we can pick using google random generator.

As the moment both are in CSV export form and one is a list of emails and tickets were £5 each, so if they have spent £20 i need them to have 4 rows and allocated 4 numbers.

Unfortunately the payment option only gave the persons emails, so i need to cross reference with a customer list so it picks up their name so the final list will be name ,email and number
