Alterations to an existing PDF Fillable Form

I need assistance in laying out the attached form so that it looks more visually appealing. You will see that the Second Applicant is at the bottom of the third page and needs to move to the top of the fourth page. The employment, emergency contact details and declaration are all separated and need laying out better. The authorisation for pre-tenancy at the bottom of the form needs it own page.
