40 arabic docs to be assembled/ collated (pdf) from 1300 photos

We have about 1300 photographs taken from 40 manuscript / or typed original documents. All photographs are already in the correct order and labelled to show which document they belong to. There is a key to the labels Most documents are in arabic. We need someone to:

a) crop the photographs to display only the relevant text
b) convert the photos (HEIC) to pdfs
c) collate each set of photos as an individual document.

(b and c can be done in either order)

We are starting with 1300 photographs and should end with 41 pdf documents.
