Help with legal matter in the UK regarding small claim

I would need legal help with the following:
In August last year I left my camper van in a garage for doing some welding repairs and subsequently passing the MOT. The work supposed to be done in 10 days, or 2 weeks. I got quoted surprisingly low for the work. Without going too much into details, the following happened:
- The repairs were never done
- I still can't get hold of the car, because the person repairing it claimed that he lost the keys and came out with lots of excuses why it can't be fixed. He basically doesn't want to give me the car back.
- I contacted the police and the insurance, since he basically stole the car, but they said it's a legal matter, so they can't do anything about it. He basically told them he is still fixing it...
- Last year he told me there were more cars he lost keys from. 2-3 were parked behind Cooperative supermarket without the permission as people were complaining while I was there.
- I received parking fines, because he parked the van somewhere without the permit.
- Now I am not sure where the van is, but I am still responsible for it, so I need to sort it out.
- I think the guy has a fake name and I don't think his company is even registered in C.H. Seems like he knows his ways around the system...
I am fed up with it and I think the only way to sort it out is via court. However, I don't want to spent too much time, or money on it. My aim is to receive the car back in the condition I brought it in last year. I just need the guy to release the car and to pay for the parking fines I received.
What would be the smart, easy and cheap way to sort this problem out?
