Build and upload a website: Urgent

I am overloaded and need a web site up for a client asap. Attached is a design example for the homepage. I need this up asap. There has been some work done (by an amateur) at www.tqtrp.eu

I have taken this on and I cannot fulfil in the time period. It is not my expertise and I am doing the marketing for the project.
