Wordpress Developer to turn PSD & Theme into site

Experience Level: Intermediate
I have a wordpress job that will need to be done in 2 phases. For now, can you bid just for phase 1:
Phase 1:
A new website to be based on wordpress. The site will use an existing theme (called Peak, on themeforest). For phase 1, the site will be only a 1 page site (with two thank you pages). This one page will be heavily redesigned from the standard homepage that comes with the Peak theme (I can supply the PSD) and will act in a similar way to a landing page. It will have usual text/graphics plus two forms and a section that expands accordion-style. I will need the PSD to be reproduced exactly (or am happy to edit the PSD before the job starts if there are elements that make coding awkward). FYI - The reason I am thinking of using the Peak theme, is that at phase 2, the blog element and site's sub pages can largely adopt the Peak theme's style.
I want a developer who a) is conscientious enough to code things properly/cleanly for fast page speeds/browser compatibly etc b) will wherever possible look for an answer to a situation (i.e. not to say 'it's not possible') and c) you are up to date with the newer dev skills (e.g. responsive web design). These might sound like specific requests, but I have several wp sites and several clients with wp sites, so I'm thinking about the long term as well.
