Web Developer/Designer to Customise Blogger Page

I have a blog on blogger which I would like to customise as it's very boring at the moment. I would like a new background, spacers between the posts, and anything else that is customisable! I am not sure what the extent is of what can be changed. You will need to know how to change the html code to customise it, and I can provide the images/fonts/whatever is needed, for each section that can be changed. So I need someone who is experienced in customising blogger blogs, can tell me what can be customised so that I can provide the relevant files, and then be able to programme it for me. If you have any questions then please ask below. Please bear in mind that I am on a very limited budget so I will need you to provide me with the maximum fee that you will charge, that you will not go over, so that I know exactly how much I will be paying out as a maximum.
