Set up and layout a book interior from PDF into Indesign

Description
we have a book in PDF format where the layout and pagination of the pages is not good for press.
We want to set up the complete book into Indesign and refine and clean the format/layout of pages with their elements ready for print. The book is 256 pages in German and should not be type set again. The text blocks in the PDF can be directly used as they are. Most of work should be re-positioning, page layout, pagination, numbering etc.
The elements can be moved in order to optimize page layout. Also the final book need to be paginated new.
It is like that we have PDF with its elements and want to tear into a fine Indesign book format.
Attached please find an example of about 60 pages.
The result (an Indesign file and a Adobe PDF) must be perfectly lay-outed and aligned, error free and moving the elements should not cause any change to the existing text/boxes.

Do we need to import pdf into Indesign and fix margins and header-footer to make the book print ready? By this way, you'll not able to make any changes in the text.
If we convert pdf text into ms-word and then re-layout by creating styles, this will be for future usage and book will be properly formatted.
Please confirm.

I have done a lot of book layout work in InDesign, but I have never used pdfs within the inDesign file. Do you think I could just split your pdf into individual pages and place each pdf in the InDesign file, so that I can change all the other elements around it to produce the correct layout? Thanks - Mark
