We are looking to create a relatively simple PHP based membership site, which will be accessible only by paid members.

We will post articles, videos and other information to the site which will be accessible by all members. We will add new content over time, so uploading new content should be as easy as possible, preferably with a WYSIWYG editor.

The site should have some social media functionality - like a Forum but more complex. For example, the ability to ask questions, make comments on content (moderated) and interact with other users on different topics.

Additionally, we require some custom HTML displayed for each user (we can provide the source code for this). This content should also be accessible to Admins in a list.

We also require integration with Plimus, which is a payment gateway/affiliate system. We can provide all our account details to help with this. We want to ensure that only paid-up members can access the site. This is not a big job as we have a list of all the function codes for the gateway.

We can assist with graphic design and images, and the attached design is not 100% required - it can be more simple than this if necessary.

We are more than happy to use http://www.socialengine.net/ as a base (it is open source PHP) to cut down on development costs, although this is not an absolute requirement.

We have been quoted as much as $25,000 for a custom CMS solution. This is well beyond our price range and ludicrous considering we can use off the shelf systems such as Social Engine.

We are looking for a highly skilled individual or team to create this quickly and for a low cost - we know what needs doing and could do it in-house of we had bandwidth.
