Description of every module: 1. Method that uses Bayesian Network for analysis and creating prediction

Description of requirements/functionality: Hi,
I need some help for my client’s lottery syndicate website. The client got an idea of adding some tools that would analyze lottery historical data and use some math/statistical algorithms/methods to create predictions for the next lottery draw.
We need to create 3 separate methods for predictions:
1. First uses Bayesian Network for prediction
2. Second uses Neural Network for prediction
3. Third uses Support Vector Machine
Each function must calculate probability for each number and select numbers with highest probability (I guess it should work smth like this).
Each function should return top N (e.g. 20) combinations.
Functions are must be adjusted for Pick 3 and Pick 4 lottery games.
The code must be implemented and tested in C# or C++ (c# is more preferable).
