I need help with formulas for an already existing Ms. Excel Spreadsheet

General information for the business: I am with the Crimes Against Women and Children unit at US based law enforcement agency.
Description of excel work: Our positions are based off a US Federal grant. This grant requires us to track and report work statistics every few months. We currently hand count our cases for each of the different categories. This is highly inefficient and inaccurate most of the time. We would like to do this better and easier.
We have an Excel spreadsheet we use to list our cases. I know Excel has the power (via formulas) to pull the data from our spreadsheet and "count" it in the right categories. The spreadsheet is already made (mostly) and the categories needed have been created. I need someone who knows Excel well make any necessary changes (and write the formulas) to get this sheet to work like we need it to work.
Design and target audience: Target Audience will the be 3-4 detectives who use this sheet. It doesn't have to be pretty or fancy, just functional.
Extra notes: The spreadsheet already has abbreviations for the various data inputs we use but those can be changed to something that the consultant feels is easier to work with--we can be very flexible.
When you look at the sheet you'll notice that there will be a lot of data that isn't counted in the summaries we need...the formulas need to account for that and not count something that should not be counted.
You'll also note that some of the categories we need to track encompass a wide variety of crimes (for example: sexual assault on a minor is ANY sexual assault or rape on someone under the age of 18)--the formulas will need to account for that as well.
The sheet uploaded contains SAMPLE entries that match very closely to how we would enter our cases each month.
Can anyone help? I'll be funding this myself so please do not expect a department budget behind this request. If I'm correct, I believe someone skilled in Excel formulas should be able to do what I need (or tell me it can't be done) fairly quickly. We can provide official recognition in the form of a Certificate of Thanks (along with payment, of course) for your portfolio to anyone who can help with this.
I would prefer a fixed-price quote, not a per-hour contract. Thanks!
