Description of support work: In essence, this is a request for payroll services. However, things are a little more complicated in that payments are made weekly, vary each week and is different to normal payroll in a number of other respects. We are looking for a long-term partner as this is an ongoing role. Because of the sensitivity of the work, we will need to meet and interview any serious proposers and we may need to carry out DBS checks (which we can organise). To understand the project fully, please read below.
BACKGROUND
We recently launched a website/app (let’s call it TeacherHire (TH) that allows schools to go online and book supply teachers directly (supply teachers are substitute teachers hired on short term assignments to cover for a teachers that are absent, short or long term, through sickness, or other reason such as maternity leave). Normally, sourcing and booking of teachers is done through an agency who take between 25% and 30% of fees paid by the school.
It works like this: when school has a vacancy for a supply teacher that schools logs onto TH and sees which teachers are available for the relevant period of cover. If one or more suitable teachers are available, the school can issue an invitation to work either to one teacher or more. The first one that accepts the role, gets the job. Teachers can accept online or using an app.
When making an offer of work, the school enters the sum that it is prepared to pay TH to hire that teacher – let’s say £175 per day plus VAT. All teachers on the site work for TH on casual work contracts (i.e. zero hours). They only work when they are invited and accept an offer from a school. At the end of the week in question, TH asks the school to confirm that the teacher has worked the days booked so that an invoice can be issued automatically. If the school does not enter the confirmation within a set period, the invoice is approved and issued by default. All invoices are sent to (a) the school, (b) the TH bookkeeper/account.
The TH bookkeeper/account must then:
On a weekly basis, calculate the allocation of the daily rate of (e.g.) £175 plus VAT to include:
10% the fees charged by TH
• Employers NI
• Employers pension contribution
• Employees NI
• Income tax
• Pension contribution
• Holiday entitlement
• Student loan
• Etc. etc.
In other words, after the deduction of 10% for TH, all the rest of the money must be allocated to meet legal and tax and PAYE responsivities for both employee and employer. Any payment or deduction which must be made, needs to be made at this stage. This needs to be done on a weekly basis as the teachers are paid on a weekly basis.
We are after a proposal on a per teacher basis, per week – for example in order to calculate the allocation of payments above, our fees are: 3% of daily fees or £5 per employee per week, whichever is lower.
We only recently launched and the numbers are currently fairly modest. however, we have over 120 teachers applying each month to join TH and whilst it is a long process to get them cleared, we are adding to the pool every month. Please bear in mind that that the system to be used must be scalable and, in al likelihood, will eventually be wired into Xero accounting package in future. Experience of the latter is therefore essential.
The actual P+L accounts and VAT returns for TH are carried out separately in-house – though this may change in future when this part of the company is spun out from the group.
