Description
I am running two campaigns with different objectives. The first Facebook campaign which states a free "Personal Training" taster session got me leads, however I got mostly time waster, or those that could not afford due financial circumstances. This is aimed at females.
The second campaign is for a gym, which is offering a 30-minute phone consultation in preparation for up-selling Personal training. This is aimed at male and female. This has got no leads as of yet.
Help would be appreciated :)

Your on the right track with the first attempt. When people see phone consultation for gym they automatically assume thats going to be a 30 minute sales call selling all the reasons why without being able to validate. Branch off of your first idea. Offer a free 10 minute session, or a $1 training session or some deeply discounted package. Do what ski resorts do, and offer 1st time ski passes at greatly reduced rate but come with requirements & black out dates. Such as no useable during christmas week or must do 3 lessons @ $100/piece before activated. Plenty of ways to do this. Be more creative.
