Circuit Design for a replacement screen using Arduino

Design details: We have a screen which was used on our machines which has now become obsolete and we wish to build a copy of the original.
On our old machines we had a VFD display which was 40x2 char. On the rear of the screen we would have a plug for connecting to the external control circuits which would supply the screen with 24VDC and would provide inputs and outputs at the same voltage.
We have selected the components we would like to use but now need someone to provide us with a design to link them all together.
We are happy for you to add components to the design (you will need to as we have only picked out the main parts) but all of them must be purchasable via RS, Farnell, or any other standard supplier which will allow us to purchase in single quantities.

The connector on the back is a 25pin male d-type
The PCB, box, cover, and anything else mechanically needed will be produced in-house by us.

11: +24VDC Supply (19..33VDC)

Signal types are;
Digital Inputs (19...33VDC and must not draw more than 9mA from the signal source. logic 0 = MAX 4VDC, Logic 1 = MIN 12VDC)
Digital outputs: PNP, minimum source 9mA. Logic 0 = MAX 4VDC, Logic 1 = MIN 12VDC)
Other Design / Job notes
We will require a final circuit design, Bill of materials and PCB file (any common formats are permitted).
The arduino should be mounted on headders so that it can be removed if needed.
The power module / circuit should be reverse polarity protected and should be overrated for the application to prevent or limit the use of heatsinks.
Inputs and outputs should be protected for use in industrial applications (i.e. optos, zener, short circuit...)
We have a 3D model of the unit with the board size and plug position already allocated. The board design must be made to suit this.
All further dimension details will be provided once the job is awarded.
We do not require any programming for this job although please let us know if this is something that you could later provide. (arduino programming)
Please also consider this job even if you cannot provide the PCB layout as we can split the job in to sub-tasks.
